It first goes over what a pseudonym is, which concludes in basically saying "It's a pen name". The article goes over where and when you should use a pen name, and says that you should use it in publishing, not submitting. It takes extra time emphasizing the fact that when submitting to a publisher or magazine or whatever, to distinguish your pen name from your real name.
